While very few details have come out, Reuters reports that new proposed congressional bills on self-driving cars will reverse many of the provisions I critiqued in the NHTSA regulations last year. One big change is a reversal of the new idea of pre-market regulation. Today, new car technologies are not regulated before they are deployed, but NHTSA proposed giving itself the power to regulate technologies even before they exist. Currently, most car technologies like adaptive cruise control, autopilots, forward collision avoidance, lane keeping and the like remain unregulated after a decade or more of deployment with few, if any, problems. This is important because the old doctrine of "we don't regulate until we see a problem the industry won't fix on its own" is a much better one for innovation, and the speed of innovation is key in deciding which countries and companies lead this technology.

ยฃ1.3m to expand school computer coding clubs in Wales

Schools are to be given ยฃ1.3m to set up clubs to teach computer coding. The investment over five years is part of the Welsh Government's ยฃ100m to raise school standards over the assembly term. Education Secretary Kirsty Williams said she wanted all pupils to have the opportunity to learn about and get involved in coding as the importance of digital skills continues to grow. It is estimated there will be 100,000 new coding jobs by 2020 in the UK. The Welsh Government said there are currently about 1.5 million jobs in the digital sector in the UK, 400,000 of which involve coding.


Facebook is sharing users' WhatsApp and Instagram data to catch terrorists

Facebook has revealed it is sharing Instagram and WhatsApp users' data. The company has published a blog post detailing some of the ways in which it plans to keep content related to terrorism off the site. However, one of the tactics is likely to prove highly controversial. Facebook says one of its current focuses is "cross-platform collaboration", where it also collects and analyses users' data from Instagram and WhatsApp โ€“ two extremely popular services that are owned by Facebook. The I.F.O. is fuelled by eight electric engines, which is able to push the flying object to an estimated top speed of about 120mph.


ARM's new chips could help bring more powerful AI to your home and phone

Machine learning is fuelling the current artificial intelligence boom and, to allow computer systems to process the vast amounts of data required, a new breed of computer chips is being created. UK chip designer ARM has revealed its latest line of CPUs and GPUs specifically designed for these AI devices. Called Cortex-A75, Cortex-A55, and Mali-G72, the processors use the firm's DynamIQ technology. It's claimed the A75 allows for a "massive single-thread compute uplift," Nandan Nayampally, the firm's vice president and general manager for compute products said, while the A55 is designed for a greater processing efficiency, and the G72 GPU was created for VR, gaming, and machine learning processes. DynamIQ technology is claimed to create "energy-efficient CPUs" and increases what the processors are capable of.

And with virtual assistants and smart homes increasing in popularity, the role of AI is continually growing. The pace of development within AI is rapid, and investment is strong, with spend in Western Europe expected to reach $1.5 billion this year, according to a new IDC guide. The technology can process vast volumes of information โ€“ from location signals to behavioural data โ€“ and can learn from the insights the data provides to adapt its actions, however, AI is only as good as the data that powers it.


Varjo promises a VR headset with 'human eye-resolution'

A Finnish company called Varjo that has been working in secret until now has unveiled a new type of VR and AR headset code-named "20/20." It supposedly has a display with "human eye-resolution" quality of over 70 megapixels versus around 1.2 megapixels per eye for the Oculus Rift and HTC Vive. Varjo (which means "shadow" in Finnish), says it achieves that feat using "patented technology that replicates how the human eye naturally works, creating a super-high-resolution image to the users gaze direction." It was supposedly developed by scientists that "formerly occupied top positions at Microsoft, Nokia, Intel, NVIDIA and Rovio." While the resolution is much higher than current headsets, the 100-degree field of view is the same.
