Artificial Intelligence, Big Data and Fundamental Rights
This project will assess the pros and cons for fundamental rights of using artificial intelligence (AI) and big data for public administration and business purposes in selected EU Member States. It will provide concrete examples of fundamental rights challenges when using algorithms for decision-making (i.e. for machine learning and AI). An aim of the project is to contribute to setting out fundamental rights guidelines and recommendations in these fields. The rapid increase in the use of new technologies has shown there is a need to identify and explain fundamental rights challenges in this area. It can lead to infringements of privacy, data protection and equal treatment, particularly when it comes to the growing use of big data and algorithms through rapid advances in machine learning and AI.

Artificial intelligence (AI) has become an area of strategic importance and a key driver of economic development. It can bring solutions to many societal challenges from treating diseases to minimising the environmental impact of farming. However, socio-economic, legal and ethical impacts have to be carefully addressed. It is essential to join forces in the European Union to stay at the forefront of this technological revolution, to ensure competitiveness and to shape the conditions for its development and use (ensuring respect of European values). The Commission is increasing its annual investments in AI by 70% under the research and innovation programme Horizon 2020.
How Will Artificial Intelligence Affect the Risk of Nuclear War?

Water Molecules Are Actually Dancing
An investigation, recently published in Nature, and carried out by scientists at Stockholm University has shown that liquid water is much more complex than meets the eye. With the use of the x-ray laser at the SLAC National Accelerator Laboratory in California the team of scientists have probed the finer movements of liquid water on incredibly short timescales. 'A schematic of the approach used to capture water dynamics on the ultrafast timescale. If one were able to photograph the molecules in real space with different exposure times, the image would become gradually blurry because of the motion of the molecules. This is done with x-ray scattering in the so-called reciprocal space, where the diffraction pattern is gradually smoother for longer pulse durations.' This experimental investigation is the first of its kind to'photograph' water molecules on timescales as short as millionths of a billionth of a second.
Publicis unveils long-awaited details on new AI platform Marcel
This morning, just under a year later, Sadoun took the stage at the Publicis-founded VivaTech conference in Paris to unveil long-awaited details about Marcel, beyond the ad lingo boilerplate of transformation, innovation, and breaking down silos. There was still a lot of that, but also a walk-through of what the company is calling "Publicis in the palm of your hand." Built with the help of Microsoft AI and the company's own Publicis.Sapient, the new platform aims to connect all 80,000 Publicis employees, across 200 disciplines in 130 countries, to provide more seamless communication, collaboration, and anticipation of client needs. It's currently being beta-tested by 100 employees, moving to 1,000 in the next few weeks, and the idea is to start the overall rollout in January, with a goal of having 80% of the company's people connected by 2020. "When I announced this last year at Cannes, our industry was dancing, drinking, and having fun. But since then, a few things have happened," says Sadoun, in a conversation with Fast Company before the VivaTech presentation.

Samsung's three new AI research centers are just the beginning
Samsung's SVP, head of global research Larry Heck, who joined the company from Google last November, says the new centers represent an acknowledgement that we're still in the early stages of AI, and there are some grand scientific challenges to be solved so that more people actually start using AI every day: "These challenges are going to need the top AI talent in the world to solve them, so what we recognized is that we need to go to where the talent is," says Heck. "Toronto is a world-leading center for research, specifically in deep learning and computer vision, and similarly are Moscow and Cambridge. These are the first three, but we'll be expanding and opening more." The three new centers join Samsung's existing AI-research labs in Seoul and Mountain View, CA. While it does represent a significant boost in the company's AI investment, don't expect the results to land in your new phone next year. Heck says the work at these centers will be tackling advanced research problems, far out in front to provide a path forward for Bixby and their other AI efforts.

New AI system can identify people from their walk - The Financial Express
Scientists have developed an artificial intelligence (AI) that can identify people by measuring their gait or walking pattern. The technology could be used at airport security instead of fingerprinting and eye-scanning. It can successfully verify an individual simply by analysing the footstep 3D and time-based data. The AI system, developed by researchers at University of Manchester in the UK and University of Madrid in Spain, correctly identified an individual almost 100 per cent of the time, with just a 0.7 error rate. Physical biometrics, such as fingerprints, facial recognition and retinal scans, are currently more commonly used for security purposes.
