I care about it for the same reason I care about civics: I'm not a lawyer or a legislator, but laws impact my life in a way that I want to understand well enough that I know how to navigate the civic landscape effectively. By analogy, data citizens are impacted by the models, methods, and algorithms created by data scientists, but they have limited agency to affect them. Data citizens must appeal to data scientists in order to ensure that their data will be treated ethically. Data science ethics is a new field and it may seem like we need to invent all the tools and methods we will need to build that field from scratch.
New Tokyo research center aims to boost Japan's 'Fourth Industrial Revolution'
The newly established Center for the Fourth Industrial Revolution in the Japanese capital aims to update old regulations that hinder effective usage of cutting-edge technologies and accelerate social change by developing appropriate policy frameworks for a rapidly changing society, said Chizuru Suga, who heads the institution. "In short, what we are trying to do is like determining the size of a soccer goal before playing the game. We are trying to set up common policy frameworks that help people play a fair game," she said during a recent interview with The Japan Times. "Today's technology has been advancing so fast that no one could have been able to catch up with the most up-to-date movement and set the rules โฆ to benefit as many people as possible," said Suga, originally from the Ministry of Economy, Trade and Industry (METI). The Tokyo facility, which opened Monday, is the first sister institution of the Center for the Fourth Industrial Revolution in San Francisco.
New AI Tips Off Regulators to Possible EU Data Privacy Faults
Some of the world's largest technology companies might be breaking the European Union's new data privacy law, according to an analysis of their policies conducted by artificial intelligence software. Researchers from the European Union Institute in Florence worked with the EU's consumer organization to create the software. They then used the software to examine the privacy policies of 14 major technology businesses, including by Alphabet Inc., Amazon.com Inc., and Facebook Inc. They found that a third of those clauses were "potentially problematic" or contained "insufficient information." Another 11 percent of the policy's sentences used unclear language, the academics said.
UNSW student designs system to improve IVF success rates
A final year medicine student at the University of New South Wales (UNSW) has designed an artificial intelligence (AI) system that's helping women become pregnant using IVF techniques. UNSW said on Wednesday that Aengus Tran, 24, and his MBA- accredited brother Dimitry have founded Harrrison-AI, an organisation that uses machine learning technology to improve the embryo selection process. The men were driven to start the company following a lecture from IVF Australia's scientific director, Dr Simon Cooke, who said that embryologists manually assess groups of embryos based on physical appearance at a limited number of critical development checkpoints. This is before they select the embryo they feel is most likely to result in a pregnancy, UNSW said. Tran has created a system called'Ivy' that uses machine learning from thousands of previous successful and unsuccessful embryos to help make decisions about viability faster and better.
AI can now 'listen' to machines to tell if they're breaking down
Helsinki-based Noiseless Acoustics and Amsterdam-based OneWatt are relying on artificial intelligence (AI) to better understand the sound patterns of troubled machines. Through AI they are enabling faster and easier problem detection. Both companies were also finalists in last year's New Energy Challenge, an initiative by Shell, YES!Delft, and Rockstart that looks at innovative technologies and solutions within European and Israeli startups for the energy transition. Following last year's success, a 2018 edition of the challenge was just launched.
UK revenge porn helpline 'to close' in March due to government cuts, says Labour MP
The UK's revenge porn helpline is set to close next month, according to Labour MP Sarah Champion. The helpline, which launched in February 2015, offers support to men and women affected by revenge porn, where explicit images or videos of them have been shared without their consent. Speaking in the House of Commons today, Ms Champion, the Labour MP for Rotherham, asked why the government was cutting funding for the helpline. The I.F.O. is fuelled by eight electric engines, which is able to push the flying object to an estimated top speed of about 120mph. We look at seven decades of the development of the NHS, alongside medical advancements, highlighting events that have been documented with archive photography. After the planning of an ambitious project to bring healthcare to everyone in the UK, the NHS was launched by Aneurin Bevan, the Health Secretary of the post-War Labour government. Bevan, seen below in 1945, was the chief architect of the plan to bring together hospitals, doctors, nurses, pharmacists, opticians and dentists under the umbrella of one organisation. The services were available to everyone, financed entirely from taxation with the central principle being that people would pay according to their means.
SKILL SHIFT: AUTOMATION AND THE FUTURE OF THE WORKFORCE
Automation and artificial intelligence (AI) are changing the nature of work. In this discussion paper, part of our ongoing research on the impact of technology on the economy, business, and society, we present new findings on the coming shifts in demand for workforce skills and how work is organized within companies, as people increasingly interact with machines in the workplace. We quantify time spent on 25 core workplace skills today and in the future for the United States and five European countries, with a particular focus on five sectors: banking and insurance, energy and mining, healthcare, manufacturing, and retail. Key findings: Automation will accelerate the shift in required workforce skills we have seen over the past 15 years. Our research finds that the strongest growth in demand will be for technological skills, the smallest category today, which will rise by 55 percent and by 2030 will represent 17 percent of hours worked, up from 11 percent in 2016.
