"Most of the targets were shot down. Our interceptor drones were used -- dozens of enemy targets were downed, and we are scaling up this technology.

An American citizen was among the 15 killed in Russian drone and missile strikes on the Ukrainian capital city, Kyiv, on Tuesday, State Department spokesperson Tammy Bruce confirmed in a press conference Wednesday. In response to a reporter's question on U.S. diplomats in Kyiv having to spend the night in a bunker, Bruce said "we can confirm the death of a U.S. citizen in Ukraine." "We are aware of last night's attack on Kyiv that resulted in numerous casualties, including the tragic death of a U.S. citizen," she said, noting, "We condemn those strikes and extend our deepest condolences to the victims and to the families of all those affected." Bruce did not offer any more details on the identity of the citizen killed by the Russian strikes, citing "respect to the family during this obviously horrible time."

Despite the evident practical importance of license plate recognition (LPR), corresponding research is limited by the volume of publicly available datasets due to privacy regulations such as the General Data Protection Regulation (GDPR). To address this challenge, synthetic data generation has emerged as a promising approach. In this paper, we propose to synthesize realistic license plates (LPs) using diffusion models, inspired by recent advances in image and video generation. In our experiments a diffusion model was successfully trained on a Ukrainian LP dataset, and 1000 synthetic images were generated for detailed analysis. Through manual classification and annotation of the generated images, we performed a thorough study of the model output, such as success rate, character distributions, and type of failures. Our contributions include experimental validation of the efficacy of diffusion models for LP synthesis, along with insights into the characteristics of the generated data. Furthermore, we have prepared a synthetic dataset consisting of 10,000 LP images, publicly available at https://zenodo.org/doi/10.5281/zenodo.13342102. Conducted experiments empirically confirm the usefulness of synthetic data for the LPR task. Despite the initial performance gap between the model trained with real and synthetic data, the expansion of the training data set with pseudolabeled synthetic data leads to an improvement in LPR accuracy by 3% compared to baseline.

At least 13 people were injured after the Ukrainian military shelled areas of Russia's southern Belgorod region, according to Belgorod's regional Governor Vyacheslav Gladkov. The General Staff of the Armed Forces of Ukraine said Russian attacks in the Kharkiv area "slowed down a bit" but that forces "continue their attempts to break through our defences near Vovchansk, Starytsya and Lyptsi". Russia's Ministry of Defence, which claimed earlier to have seized Starytsya, said its units "continued to advance into the depth of the enemy's defences". Officials said Russia shot down at least 103 Ukrainian drones, including 62 over Russian regions, as well as missiles that targeted Crimea, which Moscow seized and annexed from Ukraine in 2014.
