Machine Intelligence in Africa: a survey

In the last 5 years, the availability of large audio datasets in African countries has opened unlimited opportunities to build machine intelligence (MI) technologies that are closer to the people and speak, learn, understand, and do businesses in local languages, including for those who cannot read and write. Unfortunately, these audio datasets are not fully exploited by current MI tools, leaving several Africans out of MI business opportunities. Additionally, many state-of-the-art MI models are not culture-aware, and the ethics of their adoption indexes are questionable. The lack thereof is a major drawback in many applications in Africa. This paper summarizes recent developments in machine intelligence in Africa from a multi-layer multiscale and culture-aware ethics perspective, showcasing MI use cases in 54 African countries through 400 articles on MI research, industry, government actions, as well as uses in art, music, the informal economy, and small businesses in Africa. The survey also opens discussions on the reliability of MI rankings and indexes in the African continent as well as algorithmic definitions of unclear terms used in MI.


Ukraine says 'destroyed' Russian ship in underwater drone attack off Crimea

Ukraine has said it used sea drones to attack and destroy a Russian warship in the Black Sea near the Russian-annexed Crimean peninsula. The military intelligence agency, known by its Ukrainian acronym GUR, published a video on Thursday that it said depicted a naval drone attack on the missile-armed corvette Ivanovets the night before. The grainy footage, running about 2 and a half minutes and accompanied by a dramatic soundtrack, showed a number of explosions, and the ship eventually listing to one side. It ended with the vessel sinking stern-first into the sea. "As a result of a number of direct hits to the hull, the Russian ship suffered damage incompatible with further movement," the intelligence agency said in a statement accompanying the video, apparently made up of live feeds from the drones.

Oleksandr Prokudin, the governor of the southern Ukrainian region of Kherson, said two French volunteer aid workers were killed after a Russian drone attack on the town of Beryslav. Four people were injured, three of them foreigners. One person was killed and two injured in Russian shelling and rocket attacks on villages in the eastern Donetsk region, the Ukrainian presidential office said. Ukraine said four people were injured in a Russian missile attack on a medical facility in the eastern Kharkiv region, near the front line town of Kupiansk. Ukraine's military intelligence agency GUR, said it attacked and sank the Russian corvette Ivanovets in the Black Sea using undersea drones.


SPDE priors for uncertainty quantification of end-to-end neural data assimilation schemes

The spatio-temporal interpolation of large geophysical datasets has historically been adressed by Optimal Interpolation (OI) and more sophisticated model-based or data-driven DA techniques. In the last ten years, the link established between Stochastic Partial Differential Equations (SPDE) and Gaussian Markov Random Fields (GMRF) opened a new way of handling both large datasets and physically-induced covariance matrix in Optimal Interpolation. Recent advances in the deep learning community also enables to adress this problem as neural architecture embedding data assimilation variational framework. The reconstruction task is seen as a joint learning problem of the prior involved in the variational inner cost and the gradient-based minimization of the latter: both prior models and solvers are stated as neural networks with automatic differentiation which can be trained by minimizing a loss function, typically stated as the mean squared error between some ground truth and the reconstruction. In this work, we draw from the SPDE-based Gaussian Processes to estimate complex prior models able to handle non-stationary covariances in both space and time and provide a stochastic framework for interpretability and uncertainty quantification. Our neural variational scheme is modified to embed an augmented state formulation with both state and SPDE parametrization to estimate. Instead of a neural prior, we use a stochastic PDE as surrogate model along the data assimilation window. The training involves a loss function for both reconstruction task and SPDE prior model, where the likelihood of the SPDE parameters given the true states is involved in the training. Because the prior is stochastic, we can easily draw samples in the prior distribution before conditioning to provide a flexible way to estimate the posterior distribution based on thousands of members.


Evaluating UAV Path Planning Algorithms for Realistic Maritime Search and Rescue Missions

Abstract-- Unmanned Aerial Vehicles (UAVs) are emerging as very important tools in search and rescue (SAR) missions at sea, enabling swift and efficient deployment for locating individuals or vessels in distress. The successful execution of these critical missions heavily relies on effective path planning algorithms that navigate UAVs through complex maritime environments while considering dynamic factors such as water currents and wind flow. Furthermore, they need to account for the uncertainty in search target locations. However, existing path planning methods often fail to address the inherent uncertainty associated with the precise location of search targets and the uncertainty of oceanic forces. In this paper, we develop a framework to develop and investigate trajectory planning algorithms for maritime SAR scenarios employing UAVs. We adopt it to compare multiple planning strategies, some of them used in practical applications by the United States Coast Guard. Furthermore, we propose a novel planner that aims at bridging the gap between computation heavy, precise algorithms and lightweight strategies applicable to real-world scenarios.


CroissantLLM: A Truly Bilingual French-English Language Model

We introduce CroissantLLM, a 1.3B language model pretrained on a set of 3T English and French tokens, to bring to the research and industrial community a high-performance, fully open-sourced bilingual model that runs swiftly on consumer-grade local hardware. To that end, we pioneer the approach of training an intrinsically bilingual model with a 1:1 English-to-French pretraining data ratio, a custom tokenizer, and bilingual finetuning datasets. We release the training dataset, notably containing a French split with manually curated, high-quality, and varied data sources. To assess performance outside of English, we craft a novel benchmark, FrenchBench, consisting of an array of classification and generation tasks, covering various orthogonal aspects of model performance in the French Language. Additionally, rooted in transparency and to foster further Large Language Model research, we release codebases, and dozens of checkpoints across various model sizes, training data distributions, and training steps, as well as fine-tuned Chat models, and strong translation models. We evaluate our model through the FMTI framework, and validate 81 % of the transparency criteria, far beyond the scores of even most open initiatives. This work enriches the NLP landscape, breaking away from previous English-centric work in order to strengthen our understanding of multilinguality in language models.

MobilityDL: A Review of Deep Learning From Trajectory Data

Trajectory data combines the complexities of time series, spatial data, and (sometimes irrational) movement behavior. As data availability and computing power have increased, so has the popularity of deep learning from trajectory data. This review paper provides the first comprehensive overview of deep learning approaches for trajectory data. We have identified eight specific mobility use cases which we analyze with regards to the deep learning models and the training data used. Besides a comprehensive quantitative review of the literature since 2018, the main contribution of our work is the data-centric analysis of recent work in this field, placing it along the mobility data continuum which ranges from detailed dense trajectories of individual movers (quasi-continuous tracking data), to sparse trajectories (such as check-in data), and aggregated trajectories (crowd information).


Seismic Traveltime Tomography with Label-free Learning

Deep learning techniques have been used to build velocity models (VMs) for seismic traveltime tomography and have shown encouraging performance in recent years. However, they need to generate labeled samples (i.e., pairs of input and label) to train the deep neural network (NN) with end-to-end learning, and the real labels for field data inversion are usually missing or very expensive. Some traditional tomographic methods can be implemented quickly, but their effectiveness is often limited by prior assumptions. To avoid generating labeled samples, we propose a novel method by integrating deep learning and dictionary learning to enhance the VMs with low resolution by using the traditional tomography-least square method (LSQR). We first design a type of shallow and simple NN to reduce computational cost followed by proposing a two-step strategy to enhance the VMs with low resolution: (1) Warming up. An initial dictionary is trained from the estimation by LSQR through dictionary learning method; (2) Dictionary optimization. The initial dictionary obtained in the warming-up step will be optimized by the NN, and then it will be used to reconstruct high-resolution VMs with the reference slowness and the estimation by LSQR. Furthermore, we design a loss function to minimize traveltime misfit to ensure that NN training is label-free, and the optimized dictionary can be obtained after each epoch of NN training. We demonstrate the effectiveness of the proposed method through numerical tests.


Wind speed super-resolution and validation: from ERA5 to CERRA via diffusion models

The Copernicus Regional Reanalysis for Europe, CERRA, is a high-resolution regional reanalysis dataset for the European domain. In recent years it has shown significant utility across various climate-related tasks, ranging from forecasting and climate change research to renewable energy prediction, resource management, air quality risk assessment, and the forecasting of rare events, among others. Unfortunately, the availability of CERRA is lagging two years behind the current date, due to constraints in acquiring the requisite external data and the intensive computational demands inherent in its generation. As a solution, this paper introduces a novel method using diffusion models to approximate CERRA downscaling in a data-driven manner, without additional informations. By leveraging the lower resolution ERA5 dataset, which provides boundary conditions for CERRA, we approach this as a super-resolution task. Focusing on wind speed around Italy, our model, trained on existing CERRA data, shows promising results, closely mirroring original CERRA data. Validation with in-situ observations further confirms the model's accuracy in approximating ground measurements.
