Why the U.S. needs a national machine intelligence strategy -- GovCyberInsider
The rise of machine intelligence, variously referred to as AI and deep learning, and the accompanying angst over its future applications are prompting calls for a national strategy for simultaneously advancing and harnessing the technology. A report released earlier this month by the Center for Strategic and International Studies and underwritten by Booz Allen Hamilton makes the case for a comprehensive U.S. framework for maintaining leadership while ensuring "responsible development" of machine intelligence. CSIS also stresses the "hard power" implications of robotics and other forms of automation, particularly as the Defense Department and the Chinese People's Liberation Army recognize that "the next generation of military technologies will be driven" by machine intelligence. One of the report's authors said the U.S. roadmap is needed because the most recent AI R&D strategy has been overtaken by events, including a growing list of national strategies unveiled over the last year. Most notably, China released an AI development strategy in August 2017.

New Delhi: Tech honchos in Silicon Valley are deeply worried at China's rapid progress in harnessing Artificial Intelligence (AI) technology that has shown encouraging results in changing the way we work and live. Measured by start-up financing deals and dollars from venture capitalists, the United States' AI start-up ecosystem currently dominates -- followed by China, says a recent Accenture analysis titled "Rewire for Growth". When it comes to India, the number of AI start-ups has increased since 2011 at a compounded annual growth rate of 86 per cent. But the size of funding till date is substantially smaller in India than in the US and China, reflecting the limited success of India's AI start-ups in achieving scale so far, the report noted. "According to our analysis, AI has the potential to add $957 billion, or 15 per cent of current gross value added, to India's economy in 2035," said Accenture.

Tencent already has a market capitalization higher than General Electric, and Baidu is larger than General Motors. China has a chance to lead in AI because it has managed to adopt new technologies very quickly.

Standard touchscreen interfaces need an algorithmic makeover to improve accessibility for those with physical and mental impairments, new research suggests. And a team of researchers from Kochi University of Technology, Japan, and Aalto University, Finland, have thrown down the gauntlet to designers to tap into the new artificial intelligence (AI) inspired model they have developed to offer solutions to the limitations a'one size fits all' interface creates. The model is designed to enable people with challenges like dyslexia, Alzheimer's, or tremors, effectively interact with their technology. And in a demonstration the AI model was used to'simulate a user with essential tremor' – which found that the Qwerty keyboard on the smartphone wasn't fit for purpose. "After this prediction, we connected the text entry model to an optimizer, which iterates through thousands of different user interface designs. No real user could of course try out all these designs. For this reason it is important that we could automatise the evaluation with our computational model," said Jussi Jokinen, postdoctoral researcher at Aalto University.

AI will be a powerful tool for those seeking to create it and those seeking to combat it," she said, adding that, "technology is getting better at creating fake images and thus we need to build tools to spot these fake images, the same goes for text and video." The rise of fake news across social media platforms pushed the Associated Press to launch a tool called "AP Verify" which allows AI to assess and verify news extracted from social media, Gibbs explained. With this, AI is being introduced to more speedily form news stories based on verified minimal information supplied – thus churning out 3,700 stories a day in comparison to the 300 done solely using human journalists.

Nvidia and Arm partner to meld AI and IoT in major evolutionary step

The big news this week from an internet of things (IoT) perspective was China-based iPhone supplier Foxconn announcing it was to acquire Belkin – one of the largest IoT device providers globally – for $866m. Foxconn plans to establish a new smart home division combining Belkin's Linksys and Wemo businesses with its own IoT assets. Two of the biggest processor giants in the business – Nvidia and Arm – announced this week that they are to enter a partnership to make it easier for chipmakers to embed deep-learning capabilities into their hardware. According to TechCrunch, Arm will integrate Nvidia's open source Deep Learning Accelerator (NVDLA) architecture into its recently announced Project Trillium hardware, allowing for artificial intelligence (AI) to be put into any smart device.
