Unlikely partners? China and Israel deepening trade ties

On paper Israel and China are unlikely close trading partners. China, the world's second-largest country, is the biggest exporter on the planet. While Israel, a tiny strip of land in the Middle East, is only in 45th place on the global exporting league table. And importantly - Israel has always been a steadfast ally of the US. So given the current trading spat between the US and China, you would expect Israel to be firmly on the American side.


Large Margin Structured Convolution Operator for Thermal Infrared Object Tracking

Compared with visible object tracking, thermal infrared (TIR) object tracking can track an arbitrary target in total darkness since it cannot be influenced by illumination variations. However, there are many unwanted attributes that constrain the potentials of TIR tracking, such as the absence of visual color patterns and low resolutions. Recently, structured output support vector machine (SOSVM) and discriminative correlation filter (DCF) have been successfully applied to visible object tracking, respectively. Motivated by these, in this paper, we propose a large margin structured convolution operator (LMSCO) to achieve efficient TIR object tracking. To improve the tracking performance, we employ the spatial regularization and implicit interpolation to obtain continuous deep feature maps, including deep appearance features and deep motion features, of the TIR targets. Finally, a collaborative optimization strategy is exploited to significantly update the operators. Our approach not only inherits the advantage of the strong discriminative capability of SOSVM but also achieves accurate and robust tracking with higher-dimensional features and more dense samples. To the best of our knowledge, we are the first to incorporate the advantages of DCF and SOSVM for TIR object tracking. Comprehensive evaluations on two thermal infrared tracking benchmarks, i.e. VOT-TIR2015 and VOT-TIR2016, clearly demonstrate that our LMSCO tracker achieves impressive results and outperforms most state-of-the-art trackers in terms of accuracy and robustness with sufficient frame rate.


Self-Organizing Maps as a Storage and Transfer Mechanism in Reinforcement Learning

The idea of reusing information from previously learned tasks (source tasks) for the learning of new tasks (target tasks) has the potential to significantly improve the sample efficiency reinforcement learning agents. In this work, we describe an approach to concisely store and represent learned task knowledge, and reuse it by allowing it to guide the exploration of an agent while it learns new tasks. In order to do so, we use a measure of similarity that is defined directly in the space of parameterized representations of the value functions. This similarity measure is also used as a basis for a variant of the growing self-organizing map algorithm, which is simultaneously used to enable the storage of previously acquired task knowledge in an adaptive and scalable manner. We empirically validate our approach in a simulated navigation environment and discuss possible extensions to this approach along with potential applications where it could be particularly useful.


Towards Explainable and Controllable Open Domain Dialogue Generation with Dialogue Acts

We study open domain dialogue generation with dialogue acts designed to explain how people engage in social chat. To imitate human behavior, we propose managing the flow of human-machine interactions with the dialogue acts as policies. The policies and response generation are jointly learned from human-human conversations, and the former is further optimized with a reinforcement learning approach. With the dialogue acts, we achieve significant improvement over state-of-the-art methods on response quality for given contexts and dialogue length in both machine-machine simulation and human-machine conversation.

Mark Zuckerberg Doesn't Want to Ban Holocaust Deniers or Sandy Hook Truthers

In April, Facebook's CEO Mark Zuckerberg testified in front of Congress that the company would eliminate hate speech on the platform within 5 to 10 years using AI technology the company is currently developing. But Zuckerberg says that he thinks both Holocaust Deniers and Sandy Hook truthers, two fringe conspiracy groups that even GOP leaders have condemned, would not be subject to the crackdown. In a 90-minute interview with Recode's Kara Swisher, Zuckerberg discussed issues of censorship on the platform, including the company's alleged conservative bias and its interference in Myanmar. When asked why he couldn't take down content that calls Sandy Hook a fraud, Zuckerberg conceded that he believes the claim is false, but that only direct harassment against victims of the tragedy would be removed. In his justification, he likened the group to Holocaust deniers.

Elon Musk, DeepMind and AI researchers promise not to develop robot killing machines

Pentagon Plans to Publish Broad Artificial Intelligence Strategy 'Within Weeks'

A top Defense Department tech official on Tuesday said the Pentagon is weeks away from publishing its first broad strategy for artificial intelligence. The department plans to release a report detailing its long-term plans for artificial intelligence "within weeks" as leaders increasingly stress the technology's potential to strengthen national security, said Thomas Michelli, the department's acting deputy chief information officer for cybersecurity. Though he didn't disclose specifics regarding the strategy, Michelli said the Pentagon is standing up a number of artificial intelligence capabilities across the enterprise and people should expect "a big announcement" in the weeks to come. The department's updated cyber strategy, which is scheduled to publish shortly before the artificial intelligence plan, will also discuss AI and offer more details on how the military is funneling additional resources into the technology, according to Michelli.
