Reading China: Predicting policy change with machine learning - AEI
For the first time in the literature, we develop a quantitative indicator of the Chinese government's policy priorities over a long period of time, which we call the Policy Change Index (PCI) of China. The PCI is a leading indicator of policy changes that runs from 1951 to the third quarter of 2018, and it can be updated in the future. It is designed with two building blocks: the full text of the People's Daily -- the official newspaper of the Communist Party of China -- as input data and a set of machine learning techniques to detect changes in how this newspaper prioritizes policy issues. Due to the unique role of the People's Daily in China's propaganda system, detecting changes in this newspaper allows us to predict changes in China's policies. The construction of the PCI does not require the researcher's understanding of the Chinese context, which suggests a wide range of applications in other settings, such as predicting changes in other (ex-)Communist regimes' policies, measuring decentralization in central-local government relations, quantifying media bias in democratic countries, and predicting changes in lawmaker's voting behavior and in judges' ideological leaning.

Films imagined the robots of the future with some personality: the outspoken C3PO, the quirky Wall-E and maniacal Megatron. Next to the robots of Hollywood, Siri and Alexa are rather dull. But their scripts weren't written by a Hollywood writer, but by the engineers and programmers pioneering artificial intelligence. All artificial intelligence, quirky or not, is programmed with a set of rules by which they operate. For autonomous cars, speed limit and turn signals are requisite but what about life-or-death questions: hit the pedestrian or veer off the road?

AI and machine learning means Google now wants brands to pinpoint niches
With Google's use of AI and machine-learning helping it pinpoint, more clearly than ever, the specific factors that satisfy search queries in different niches and contexts, brands and retailers are being encouraged to tightly tailor their search strategies. A new study, "Searchmetrics Google Ranking Factors 2018", reveals, for example, that high-ranking Google results for searches related to the'weight loss' niche are 4x more likely to have a video on the page than results for'financial planning' or'credit' niches. And that eCommerce sites in the'furniture' niche can get away with displaying nearly 28 images on a page (more than most other niches) and still rank highly despite the fact that more images can sometimes make pages load slower. According to Jordan Koene, Chief Evangelist, VP Professional Services, Google's use of sophisticated AI and machine-learning techniques, such as its RankBrain system, help it to better understand the real intention behind the words that searchers enter in the search box – and learn what types of web pages will satisfy individual searches. "Google now recognizes much more clearly if someone's searching online to buy a table, for instance, or needs personal finance advice or wants to learn weight loss exercises. And by tracking user signals such as how often certain results are clicked and how long people spend there, the search engine learns what factors – such as more or less images or text, or whether a site uses encryption to protect personal information entered by visitors are appropriate for satisfying searchers in individual niches."

Worldwide demand for artificial intelligence technology is poised to increase dramatically. PwC estimates AI will add US$15.7 trillion to global GDP by 2030. The two most robust economies in the world, the United States and China, are leading the charge to develop the technology for the coming AI revolution. But does it have to be a zero-sum game, where only one country emerges as the winner? In a recent New York Times op-ed, MIT president L. Rafael Reif argued that if the US and China try to double-lock their doors in a competition to develop and own AI technology, then both run the risk of locking themselves into mediocrity.

But Väärsi's assurance isn't likely to soothe those who fear that armed robots are a Pandora's box that will bite their makers, especially as advanced AI enables machines to function more and more autonomously. Israel and South Korea already have armed robots patrolling their borders, while Russia has tested its Uran-9--a mini-tank armed with a 30-millimeter cannon--in Syria. Even the United States is getting into the armed robot game as it develops kits that can transform a normal vehicle into an autonomous one. The U.S. army already has an armed M113 armored personnel carrier as a remote-controlled test vehicle.
