Despite the dreaded, looming uncertainty felt throughout 2020, the prevalence of Artificial Intelligence (AI) has been undeniable. Over the last four years, AI specialists reportedly represent the fastest-growing role in the United States. According to recent data from job site Indeed, jobs in AI have seen a recent explosion with a steady hike over the last five years. The report notes that AI job postings have gone up consistently over the past two years, with a 46% hike between 2018-2019, and a 51% spike between 2019-2020. The dramatic increase in job openings within AI hasn't gone unnoticed by savvy job seekers in the market.


Research on Machine Learning for Disaster Response

For the first time in 2021, a major Machine Learning conference will have a track devoted to disaster response. The 16th Conference of the European Chapter of the Association for Computational Linguistics (EACL 2021) has a track on "NLP Applications for Emergency Situations and Crisis Management". I am delighted to be the Senior Area Chair for this track! I've worked in machine learning and disaster response for 20 years and I'm glad that more people are now looking into how machine learning can help people at the most critical times. The majority of what goes into a paper on machine learning for disaster response should be the same as any other paper in applied science: reproducible methods that clearly advance our knowledge of how to deploy and evaluate machine learning technologies. However, there are aspects of disaster response that make some aspects of the science more important and a few aspects that are unique to disaster response.

Nine philosophers explore the various issues and questions raised by the newly released language model, GPT-3, in this edition of Philosophers On, guest edited by Annette Zimmermann. Introduction Annette Zimmermann, guest editor GPT-3, a powerful, 175 billion parameter language model developed recently by OpenAI, has been galvanizing public debate and controversy. As the MIT Technology Review puts it: “OpenAI’s new language generator GPT-3 is shockingly good—and completely mindless”. Parts of the technology community hope (and fear) that GPT-3 could brings us one step closer to the hypothetical future possibility of human-like, highly sophisticated artificial general intelligence (AGI). Meanwhile, others (including OpenAI’s own CEO) have critiqued claims about GPT-3’s ostensible proximity to AGI, arguing that they are vastly overstated. Why the hype? As is turns out, GPT-3 is unlike other natural language processing (NLP) systems, the latter of which often struggle with what comes comparatively easily to humans: performing entirely new language tasks based on a few simple instructions and examples. Instead, NLP systems usually have to be pre-trained on a large corpus of text, and then fine-tuned in order to successfully perform a specific task. GPT-3, by contrast, does not require fine tuning of this kind: it seems to be able to perform a whole range of tasks reasonably well, from producing fiction, poetry, and press releases to functioning code, and from music, jokes, and technical manuals, to “news articles which human evaluators have difficulty distinguishing from articles written by humans”. The Philosophers On series contains group posts on issues of current interest, with the aim being to show what the careful thinking characteristic of philosophers (and occasionally scholars in related fields) can bring to popular ongoing conversations. Contributors present not fully worked out position papers but rather brief thoughts that can serve as prompts for further reflection and discussion. According to an article on The Verge, the product demonstrated a series of poor recommendations. Like recommending a drug to a lady suffering from bleeding that would increase the bleeding. "A parrot with an internet connection" - were the words used to describe a modern AI based chat bot built by engineers at Microsoft in March 2016. 'Tay', a conversational twitter bot was designed to have'playful' conversations with users. It was supposed to learn from the conversations. It took literally 24 hours for twitter users to corrupt it.


Abolish the #TechToPrisonPipeline

The authors of the Harrisburg University study make explicit their desire to provide "a significant advantage for law enforcement agencies and other intelligence agencies to prevent crime" as a co-author and former NYPD police officer outlined in the original press release.[38] At a time when the legitimacy of the carceral state, and policing in particular, is being challenged on fundamental grounds in the United States, there is high demand in law enforcement for research of this nature, research which erases historical violence and manufactures fear through the so-called prediction of criminality. Publishers and funding agencies serve a crucial role in feeding this ravenous maw by providing platforms and incentives for such research. The circulation of this work by a major publisher like Springer would represent a significant step towards the legitimation and application of repeatedly debunked, socially harmful research in the real world. To reiterate our demands, the review committee must publicly rescind the offer for publication of this specific study, along with an explanation of the criteria used to evaluate it. Springer must issue a statement condemning the use of criminal justice statistics to predict criminality and acknowledging their role in incentivizing such harmful scholarship in the past. Finally, all publishers must refrain from publishing similar studies in the future.
