The challenge Artificial intelligence (AI) holds the potential to vastly improve government operations and help meet the needs of citizens in new ways, ranging from traffic management to healthcare delivery to processing tax forms. But most public institutions have not yet adopted this powerful technology. While public sector officials are increasingly aware of the transformational impact of data and AI-powered solutions, the data needed for AI solutions to be developed and deployed is often neither accessible nor discoverable. Public sector officials may also lack the appropriate knowledge and expertise to make strategic buying decisions for AI-powered tools. Uncertainty about ethical considerations adds further layers of complexity. As a result, officials tend to delay buying decisions, or reduce perceived risk by concentrating their purchasing on a few known suppliers. The opportunity The World Economic Forum’s Centre for the Fourth Industrial Revolution has brought together a multistakeholder community to co-design the AI Procurement in a Box toolkit guide for governments to rethink their public procurement processes: IntroductionGuidelines for AI procurement, presenting the general considerations to be taken when government is procuring AI-powered solutionsWorkbook for policy and procurement officials guiding them through the guidelines ChallengesPilot case studiesThis guidance aims to empower government officials to more confidently make responsible AI purchasing decisions. The tools also improve the experience for AI solutions providers by supporting the creation of transparent and innovative public procurement processes that meet their needs. Impact By co-designing these guidelines with governments, small and large businesses, civil society and academia, the intended impact is the responsible deployment of AI solutions for the public benefit of constituents. Leveraging the significant purchasing power of government in the market, the private-sector adoption of the guidelines can permeate the industry beyond the adoption by public sector organizations. Embedding the principles advocated for in the guidelines into administrative processes will also expand opportunities for new entrants and create a more competitive environment for the ethical development of AI. Further, as industry debates its own standards on these technologies, the government’s influence can help set a baseline for the harmonization of standards-setting. Project accomplishments March–September 2019: Policy development – the World Economic Forum worked with fellows from the public and private sectors, and a multistakeholder group that also included academia and civil society organizations, to create action-orientated guidelines for government procurement of AI. October–March 2020: Pilot and Iteration – the project team validated guidelines through feedback sessions and a pilot project with the United Kingdom government, the Dubai Electricity and Water Authority and the Government of Bahrain. China-based Terminus Technologies will deploy more than 150 interactive robots when Expo 2020 opens doors next year. Visitors will be greeted and be able to interact with Opti, one of the Expo 2020 robot mascots from Terminus, and will also provide visitor assistance as well as helping with food and beverage delivery and hospitality services. Expo 2020 Dubai will run from October 1, 2021, to March 31, 2022. After signing in as Expo 2020 Dubai's Official Robotics Partner, Victor Ai, Founder and CEO, Terminus Technologies, said that they will set up its first headquarters outside of China as well as a research and development centre at District 2020, the human-centric smart city that will repurpose post Expo. Washington – The Trump administration plans to reinterpret a Cold War-era arms agreement between 34 nations with the goal of allowing U.S. defense contractors to sell more American-made drones to a wide array of nations, three defense industry executives and a U.S. official told Reuters. The policy change, which has not been previously reported, could open up sales of armed U.S. drones to less stable governments such as Jordan and the United Arab Emirates that in the past have been forbidden from buying them under the 33-year-old Missile Technology Control Regime (MTCR), said the U.S. official, a former U.S. official and one of the executives. It could also undermine longstanding MTCR compliance from countries such as Russia, said the U.S. official, who has direct knowledge of the policy shift. Reinterpreting the MTCR is part of a broader Trump administration effort to sell more weapons overseas. It has overhauled a broad range of arms export regulations and removed the U.S. from international arms treaties including the Intermediate-Range Nuclear Forces Treaty and the Open Skies Treaty.
DUBAI: Robots can act as an interface between a doctor and a patient wherein they can carry out diagnostic and treatment processes, reducing the human contact and risk of transmission of infection during the coronavirus pandemic, an expert in the field of Robotics has said. Bartlomiej Stanczyk, Robotics Engineer with ACCREA Engineering in Germany, was speaking during an e-discussion on the the topic- Using Artificial Intelligence to Tackle Epidemics: The COVID-19 Model. The event, organised by the Abu Dhabi-based TRENDS Research & Advisory, brought together leading experts from around the world who deliberated on the importance of artificial intelligence, machine learning, big data, and other technologies in the ongoing fight against the COVID-19 that has infected more than 3.8 million people and killed over 260,000 people across the world. Stanczyk said that robots could help doctors keep a safe distance from the patient by using probes and other remote medical equipment. "We aim to build a completely autonomous diagnostician through robotics, thus enabling the transfer of the skill from the human doctor on the machine carrying out the treatment," he said.
ABU DHABI: Mohamed bin Zayed University of Artificial Intelligence (MBZUAI), the world's first graduate-level, research-based artificial intelligence (AI) university, has announced that the start of its first academic year has been rescheduled for January 2021. The decision was made in light of safety measures taken on campus due to the disruption caused by the COVID-19 pandemic, during the Board of Trustees meeting that took place over video conference earlier today. Chaired by His Excellency Dr. Sultan Ahmed Al Jaber, Chairman of the Board of Trustees, UAE Minister of State, the meeting was attended by MBZUAI Interim President, Professor Sir Michael Brady, professor of Oncological Imaging at the University of Oxford, UK; Professor Anil K. Jain, a University Distinguished Professor at Michigan State University, USA; Dr. Kai-Fu Lee, a technology executive and venture capitalist based in Beijing, China; Professor Daniela Rus, Director of Massachusetts Institute of Technology (MIT) Computer Science and Artificial Intelligence Laboratory (CSAIL), USA, and Peng Xiao, CEO of Group 42. During the meeting, the Board of Trustees also discussed the status of the nearly completed Masdar City campus and facilities, student onboarding and engagement plan, faculty and leadership appointments, and potential industry partnerships. Regarding the decision to postpone the first intake of students, His Excellency Dr Sultan Ahmed Al Jaber said: "The University is eager and ready to welcome our first cohort of students from around the world, however, given the ongoing global coronavirus pandemic, the decision to start the academic year in 2021 been made in the best interest of the prospective students, faculty, and staff, whose health and wellbeing is our top priority.
